The Brooksville City Council consists of five (5) members, elected by the citizens of the city.

Council Members are elected for four-year terms. Consecutive terms are limited to two (2), full, four (4) year terms with a minimum of a one-year period of time out of office before being allowed to run for council subsequently.

The City Council elects from among its members a mayor and a vice-mayor. Election of the mayor and vice-mayor is done annually. The mayor is recognized as head of city government for all ceremonial purposes, by the governor for purposes of military law, for service of process, execution of contracts, deeds and other documents, and as the city official designated to represent the city in all agreements with other governmental entities or certifications to other governmental entities, but has no administrative duties except as required to carry out the responsibilities herein. The vice-mayor acts as mayor during the absence or disability of the mayor.
